In Africa poverty fell from 52% in 1990 to 40% in 2008, economic growth averaged 4.9% from 2000-2008, and services, infrastructure, agriculture and natural resources will add a trillion dollars to its combined GDP over the next decade. However, recent terrorism raises the question of how leaders can govern in a volatile continent.
